European Commission production: "The EU Emissions Trading Scheme (ETS) is a world first and a major weapon in Europe's fight against climate change. The innovative system has turned carbon dioxide emissions into a tradeable commodity. They can now be bought and sold like any other of the thousands of products traded on world markets today. The scheme works by placing a limit or a 'cap' on the amount of carbon dioxide participating installations - currently around 10500 across the European Union - can emit every year. If an installation emits more than its allowance, it must either pay a very hefty fine or buy surplus allowances from companies that have managed to stay below their limit. The system ensures that overall CO2 emissions from the plants covered are cut in the most cost effective way. This legislation will be a strong response to EU plans to impose a costly fee on any civil aviation operators landing in or departing from EU airports. Beginning on January 1, 2012, all airlines would be forced to participate in the EU's emissions scheme despite the objections of the United States Government and now Congress.

Beginning on January 1, 2012, all air carriers flying into or out of an EU airport will be forced to participate in the EU's Emissions Trading Scheme, despite objections by the United States and other governments. US airlines have also challenged the policy before the European Court of Justice as a violation of international law.

An order issued by China's State Council said that China's airlines will need government approval to join the EU emissions trading system. China has banned its national airlines from participating in the European Union's emissions trading system without government approval. The airlines have also been banned from raising fares or adding fees because of the EU decision, according to an order issued by the Civil Aviation Administration of China on Monday. The order, which came from the State Council, said the EU's decision to charge flights in and out of EU airports for carbon emission "runs counter to relevant principles of the United Nations Framework Convention on Climate Change and the international civil aviation regulations." The EU's Emissions Trading Scheme, which came into effect on January 1, is one of the widest-reaching measures adopted by any country or regional bloc to regulate emissions of greenhouse gases blamed for climate change. It is estimated that around 4000 airlines will have to pay for their carbon emissions. The order says that "China objects to EU's decision to impose the scheme on non-EU airlines, and has expressed its concerns over the scheme through various channels."
